Lucio was a Colombian Inhuman who worked for the Nat'l Police of Colombia. Due to his remarkable powers, he was abducted by HYDRA under Gideon Malick's orders. This was done as the first step into rebuilding an Inhuman military for Hive. Soon, he became captivated by Hive and worked to serve HYDRA before meeting his end at the hands of Joey Gutierrez. Lucio was able to stiffen people by staring into a person's eyes. Unfortunately he wasn't able to control his powers, so he had to wear special sunglasses to prevent  himself from freezing everyone near him.
