Take a Clean Measurement -
over the same belted pants you intend to wear with the cartridge belt.
Intended Position -
take the measurement at the same location and angle you wish to wear it.
Please note:
some wear their belts lower than their waist. After you add the pants material and belt thickness,
you should have your measurement.
Also to take into consideration is varied pant sizes.  Those who may be wearing a pair of pants with a 36 inch waist, may not consider that each brand has various waist measurements. Also, in older jeans the material will stretch. You may think you're wearing a 36" but has stretched to 37".
